For more than twenty years, two small civil society organisations have maintained a
continuous and titanic struggle against the construction and subsequent operation
of a series of road infrastructures that involve communications between the whole
of Spain’s northwest and Madrid. In the course of this struggle they have opposed
the State, the Spanish courts of justice and the economic interests of a major
motorway corporation. The commercial operation of AP-6, the oldest toll road Spain,
should have ended on January 28, 2018, but thanks to the State’s concession of new
road infrastructures to the Iberpistas corporation, the business goes on, an no one
yet knows for how long. This is despite the fact that the European Court of Justice
ruled that the concession was illegal.
